NOTICE OF PUBLIC HEARING
The public is invited to attend a public hearing and provide comments on the first draft of the 2010-2014 Transportation Improvements Program (TIP).
The 2010-2014 TIP is a five-year plan for proposed capital and operating expenditures for public transportation including potential funding sources.
The first draft of the TIP will be reviewed at a public hearing conducted at a meeting of the Technical Advisory Committee (TAC) of the Sioux Falls Metropolitan Transportation Planning Process at 1:30 PM on Thursday, July 16, 2009, in the Board Room of the SECOG Center located at 500 N. Western Ave., Sioux Falls, SD.
The participants of the Metropolitan Planning Process include: the City of Sioux Falls, Minnehaha County, Lincoln County, the South Eastern Council of Governments (SECOG), the South Dakota Department of Transportation, the Federal Highway Administration, and the Federal Transit Administration.
The specific official transportation planning study area boundaries include: within Minnehaha County, the Townships of Sioux Falls, Split Rock, and Wayne; within Minnehaha County, Sections 1 thru 4 and 9 thru 36, of Benton Township; Sections 13 thru 36 of Brandon Township; Sections 13 thru 16, 21 thru 28, and 33 thru 36 of Hartford Township; Sections 2 thru 11 and 13 thru 36 of Mapelton Township; Sections 18 thru 19 and 30 thru 31 of Red Rock Township; Sections 6 thru 7, 18 thru 19, and 30 thru 31 of Valley Springs Township; and within Lincoln County, the Township of Springdale; within Lincoln County, Sections 2 thru 11 of Dayton Township; the Township of Delapre except sections 7 thru 8, 17 thru 20, and 29 thru 32, of Township 100 Range 51; Sections 1 thru 12 of LaValley Township; Sections 1 thru 4 and 12 of Perry Township.
This hearing is open to the public and anyone with an interest is encouraged to attend. If you are unable to attend the hearing, you may request a copy of the documents from SECOG at 500 N. Western Ave., Suite 100, Sioux Falls, SD 57104. Additionally, you may provide written comments on the First draft of the 2010-2014 TIP until July 30, 2009. Notice is hereby given that the City Council of the City of Harrisburg will hold a Public Hearing at approximately 6:10 p.m. on Monday, July 20, 2009 at the Harrisburg American Legion, regarding Resolution 2009-17 for a plat of lots 22 - 33 blk 18, lots 3 - 5 & 12 - 15 blk 19 Legendary Estates Addition, Harrisburg, SD.

Harrisburg City Council
Special Meeting Minutes
City Council met in special session June 22nd, 2009, at 6:00 p.m. at the Legion Hall. The Pledge of Allegiance was said and roll call was taken. Members present were Steve Becker, Troy Lubbers, Keith Holt, Julie Bowen, and Mayor Reed Ramstad. Also present were Mary McClung, Alysia Simunek, Dan Fink, and Albert Schmidt. A listing of all others in attendance is on file at city hall.
Motion Becker to approve the June 8th, 2009 minutes with the above correction, seconded Lubbers. All in favor; motion carried.
Motion Lubbers to approve claims (bills) as presented; seconded Bowen. All in favor; motion carried.
Motion Bowen to approve building permits as presented; seconded Lubbers. All in favor; motion carried.
Ordinance 2009-06 Amending Chapter 1.02 City Council remained tabled.
Motion Becker to take Zonta Lodge off the table. The Zonta Lodge has been sold to Rise, Inc., so no further action is needed by the council.
Motion Bowen to table Phase 9 of Green Meadows Construction Plans, seconded Becker.
Motion Lubbers to approve Ordinance 2009-07 Amending Off-Sale Hours of Alcoholic Beverages to allow Sunday sales, seconded Holt. All in favor; motion carried.
Mary provided council with a draft of the Water Ordinance Amendment. The 1st reading for the Water Ordinance Amendment will be held on July 6th, 2009.
Motion Becker to renew the Garbage Haulers Licenses for A-OK Sanitary, seconded Bowen. All in favor; motion carried.
Motion Lubbers to award agreement and approve the notice to proceed to Krueger Excavating for Maple Street Overlay and Prairie Street Water Main Replacement, seconded Bowen. All in favor; motion carried.
Motion Becker to approve the plans and specifications for the Water Tower Water Main Loop, seconded Bowen. All in favor; motion carried.
Motion Lubbers to approve the Notice to Bidders for the Water Tower Water Main Loop, seconded Bowen. All in favor; motion carried.
Dan received a quote from First Rate Excavate for $3,550.00 to repair the sanitary sewer manhole benches and sanitary sewer spot repair on Walnut Street and Anna Way. Motion Bowen to approve to proceed with First Rate Excavate in the amount of $3,550.00 for repairs to sanitary sewer manholes and spot repairs, seconded Becker. All in favor; motion carried.
Albert presented council with a list of the current year-to-date resident concerns for informational reasons and provided a copy of his work report.
Dawn Horner from Howard R Green was present to discuss with council the options to consider connecting into the City of Sioux Falls existing 24-inch gravity sewer approximately 3 miles from PS S240 (1/2 mile NE of 69th and Sycamore intersection). This would be part of the agreement with Sioux Falls to use a portion of their gravity sewer and could delay the additional capital cost for the force main by 5 years or more. Council gave approval to move ahead with Phase 1.
Dan provided the report from City Maintenance. Dan spoke with Kelly Nielsen and he will be repairing some areas along Southeastern this year.
A Public Hearing was held at 6:45 p.m. for the 1st Reading of Ordinance 2009-08 Applicable Standards for On/Off Sale Alcoholic Beverage Establishment Change. Kristine Alcon from the school district was present and had a concern in regards to why the city was looking into changing the ordinance. Albert informed them that he was reviewing other communities' ordinances and that his opinion is that it would be more beneficial to make the change from the property line rather than the building. Motion Lubbers to set the 2nd Reading of Ordinance 2009-08 Applicable Standards for On/Off Sale Alcoholic Beverage Establishment Change for July 20th, 2009, seconded Becker. All in favor; motion carried.
Xcel informed the city that they are filing for a rate increase on June 30th, 2009, with the PUC. No other details are available at this time.
Mary gave council a recap of the Finance Officer's and Human Resource School.
Albert received notice that SECOG would be surplusing their large map printer for $500.00 and requested approval to purchase it. Mayor Ramstad asked Albert to research the cost we spend on printing maps currently and the operations and maintenance costs for the printer.
The next regular meeting of the City Council will be held on July 6th, 2009, at the American Legion at 6:00 p.m. The City Planning & Zoning regular meeting will be held on July 8th, 2009, at 7:00 p.m. at the American Legion.
With no further business, a motion was made by Lubbers to adjourn the meeting at 7:10 p.m., seconded by Becker. All in favor; motion carried.
